Russell T Davis:
'DALEK'
'Dalek' was a fantastic re-introduction to the Doctors oldest nemesis. Bare in mind, that by the 1980s the Daleks popularity had been reduced to Spike Milligan comedy sketches etc.
This was not helped by dwindling Dr Who budgets and cheap looking Dalek props that made them look like, well... cheap looking Dalek props.
The show also suffered a decline in the public perception (and a less-prominent transmission slot). Unable to compete with ITVs The A-Team, Battle Star Galactica, Air Wolf, Knight Rider etc the show ultimately died a death in 1989.
When Russell T Davis rebooted the series, it was one of his prime objectives to resurrect the Daleks as well. So he made sure that the Daleks would return, bigger and badder to keep in step with the times.
Thus 'Dalek' achieves this ethos perfectly. However most kids in 2005 had no idea what a Dalek was and Davis was fully aware of this. And so he devised the idea of one solitary Dalek, to show this new audience why Daleks were the most feared race in the known universe...
